Earthquakes are among the most significant threats to Iran’s architectural heritage and recent seismic events have demonstrated that safeguarding historic buildings requires an approach that extends beyond conventional structural retrofitting. Although international conservation charters have established comprehensive principles for seismic interventions, the adaptation of these principles to Iran’s historical, physical, and managerial context remains insufficiently explored. Accordingly, this study aims to analyze the evolution of seismic conservation strategies in architectural heritage, examine the relationship between international conservation principles and Iranian conservation practice, and propose a conceptual framework for seismic conservation.
This research uses a qualitative and interpretative methodology based on the comparative analysis of selected case studies. Data were collected through documentary analysis and literature review and were subsequently coded according to eleven seismic conservation principles. Comparative analysis of the case studies enabled the identification of common patterns and historical trends, which formed the basis for developing a conceptual framework describing the evolution of seismic conservation in Iran.
The findings indicate that seismic conservation in Iran has evolved through three major stages: a structurally focused approach, a value-oriented approach, and an integrated approach based on risk management and resilience. Furthermore, comparison of international conservation principles with Iranian conservation practice identified three interrelated conservation clusters: seismic safety, physical conservation, and heritage authenticity. These clusters encompass principles such as minimum intervention, non-intrusiveness, distinguishability, compatibility, effectiveness, durability, monitoring and and controllability, integrity, respect for authenticity, and reversibility. Based on these clusters, a conceptual framework is proposed, demonstrating that decisions regarding seismic interventions in historic buildings should be determined by balancing structural safety requirements, physical conservation, and heritage authenticity.
The results demonstrate that effective seismic conservation of historic buildings cannot be achieved solely through structural strengthening but requires the integration of engineering requirements, physical characteristics, and cultural values within a comprehensive decision-making framework. The proposed conceptual framework provides a systematic basis for understanding the evolution of seismic conservation in Iran and supports future decision-making and the evaluation of seismic interventions in architectural heritage.
